What does web activity do ?

If Web & App Activity is turned on (by default this option is turned on), what you search and other app activities are from Google services are saved in your Google Account. And as per Google explanation it is saved to give you more

"personalized experiences, like faster searches and more helpful app and content recommendations"
.

And Google says

"You can turn Web & App Activity off or delete past activity at any time" , but you can't be sure of erasing data from a cloud.

What we have to understand is that this data is not encrypted which means this data will be a stored in a form that Google could read them, so that such data could be used to provide you more personalized content.

Do you want your activities to be monitored and saved by a third party (Google) ?

As it seems this personalization is more directed towards advertisements. but however what we should concentrate is on what the activities being saved. as Web & App Activity explains

Your Web & app activity includes the things that you do on Google services, like Maps, Search and Play. It can also include things that you do on sites, apps and devices that use Google services or your voice and audio recordings.

this includes your location and most of the actions you make using apps on your android phone.

Now the question is do you want all you activities to be saved saved on Google could and let them dig through any time as and when they want ?

If not it is time that you go and stop saving those activities on Google cloud by going to Web & App Activity. However it only has a Pause and anytime you install a Google app and agree to some popup this might get activated again without knowing.

Is this only Google Apps ?

Not Exactly, meaning almost all the android apps uses Google service in their operations, that means those activities will be monitored and saved.

Therefore you an expect all searches you do, Location, and also if you have given permission to to you camera along with background operation permission and including monition sensors, then you can assume that with the saved data anyone with access to that data cam simply recreate your sequence of activities and emulate your actions.
